What Izanagi-no-Okami is

27:16 Izanagi is the protagonist's first Persona, awakened at the very start of the game; Izanagi-no-Okami is its final form, which the protagonist calls on in the last battle of the True Ending path. After that ending, the Velvet Room lets you fuse it yourself in a second playthrough. Because the World arcana has no Social Link, it gains no bonus EXP from fusion, and it cannot be registered in the Compendium: if you fuse it away or release it, you have to gather all twelve ingredients again (TheGamer). The clip is BuffMaister's recording of that last battle, where Izanagi-no-Okami appears with Myriad Truths.

Requirements

Finish the True Ending. The normal and bad endings do not unlock it; the route is on Persona 4 Endings.
Start New Game Plus from that clear save.
Reach level 91 again. The protagonist's level resets in New Game Plus, and fusion cannot exceed your level.

Two ingredients feed others: make Izanagi before Nata Taishi, and Legion before Mithra, or keep copies in the Compendium so you can buy them back. Register every ingredient as you make it, since the twelve vanish in the final fusion. Persona Fusion explains special fusions and the Compendium.

Is it worth it?

It is the end of the road rather than a tool for a hard fight: by the time you can make it you are at level 91 in a second playthrough. Victory Cry and Angelic Grace make the rest of that run easier, including the Optional Bosses. Izanagi-no-Okami in Persona 4 Revival

4:55 Revival's Steam key art shows Izanagi behind the protagonist, and Atlus says Revival keeps fusion in the Velvet Room (Atlus), but has not said whether Izanagi-no-Okami can be fused, whether it still needs New Game Plus, or whether the recipe changes, as of Nov 3, 2026. The clip is GameSpot's Aug 26, 2026 footage of a pre-release build of Revival, where the protagonist first calls his Persona.
